I have a similar background soldier and federal LE, I had also worked for several contractors. I can confirm what you're saying. I have seen the same things and then some. Friends have confided into seeing illegal stuff that was reported to IG, who did nothing.

@ How was he trying to change the 14th Amendment? Impounding appropriated funds is allowed under Article II, Section 1 of the Constitution and further in the Impoundment Control Act of 1974. Again under Article II he can zero out an agencies employees and remove employees, he is the head of the executive branch, so he has full authority under Article II over the executive branch agencies.

@LiamRappaport Birthright citizenship needs to be clarified by SCOTUS. If you read the legislative history if the 14th Amendment along with the commentary by the drafters of the amendment, it was never intended to convey birthright citizenship. The EO restores the original meaning at the time the amendment was drafted. Either way I do think SCOTUS should examine it in detail so that the confusions that have distorted the original intent can be cleared up.

@LiamRappaport In what rulings? If you're talking about United States v. Wong Kim Ark, (1898), the circumstances of that case are not the same as the circumstances of the EOs. Wong Kim Ark was born to lawful residents of the US, therefore he was a US citizen that was wrongfully denied entry into the US. LAWFUL, is the important part of that.
