The court ruling is a bit more nuanced than it's reporting, even conservatives are getting it wrong. SCOTUS was asked to rule on the lower courts TRO, which had already expired, so there was nothing for SCOTUS to rule on. It will go back to the lower court to decide on a preliminary injunction, which they will and it will return to SCOTUS. The frozen funds will stay frozen.
