When the President leaves office, what is supposed to happen is that records are set to the National Archives who sorts them out Trump never sent anything to the National Archives and when they audited the records, they noticed their were gaps Since he never sent anything to National Archives but did keep records, its putting two and two together

As for him declassifying documents First, that authority only lasts while the person is actually president. Second, another president can reverse that decision. And then there's also another category of material that cannot be declassified There documents that he' can't declassify which is why presidents let National Archives and Records Administration handle the documents So problems like can be avoided but once again , Trump being the man child that he is, instead of letting that actual experts handle As you stated, he said he declassified documents without letting the NARA look at them and now he has major legal problem Biden can reverse that decision or if material pertaining to national defense is found 1 out of 3 is not good odds
