Emphasis on detonated so yes it does have warhead The JASSM series and ARRW are both made by Lockheed so reusing the JASSM's WDU-42/B penetrator for ARRW is smart as well cost effective 1000lbs warhead makes it usable against a wide range of targets but most importantly the combined warhead with the missile's kinetic energy gives a high degree hard-target penetration against hardened targets Case in point, China's DF launchers are protected by hardened shelters and bunkers. Kinetic energy only gets the missile through and 1000lbs warhead detonating is more that enough to destroy everything in the shelter or bunker A very small effect-enhancing fragmentation charge wont do anything to most targets Surface to missile sites are spread out and the fragmentation from 1000lbs warhead can cover a wide area In nutshell, till the Hypersonic Attack Cruise Missile (HACM) actually bears fruit, the ARRW is going to be the all purpose tool Lastly the AGM-158B-2 (JASSM-XR) weighs 5000lbs with 1200 mile range carrying 2000lbs warhead The ARRW mass is 6600lbs with 1000 mile range So fitting 1000lbs to ARRW is not that hard and less than that is waste

The ARRW has had a string a of successful test behind it With HACM still untested and woes with LHRW Its still the only credible asset for now The most likely course is that barring disaster The US will buy a few till other programs mature or fail A win win situation
