The problem was that F-15 had performed beautifully as well being still being relatively new. Additionally the F-15 was being exported while the F-22 was not. The USAF managed to save it but they reduce many of its capabilities as funding was now scarce. By 2000, the F-15 was at the point where the F-22 could start replacing it, then Sept 11 and Iraq caused funding to shift to asymmetric counterinsurgency warfare. Then you had all the wrong people in positions. The people making the decisions about the F-22 had zero military experience and did understand the need for remaining ahead of the game.
