  1. Not likely For C and C, the USN would need to be carrier capable. One of the strengths of the carrier is that it has a lot organic capabilities like aerial refueling, AWACS, EW and ASW it has what it needs on hand at all times The growing range of air to air missiles and the lack of stealth for aerial refueling, AWACS, EW and ASW platforms is a problem but the B-21 isnt really the solution
