Thes USN builds nuclear powered supercarriers which are far more complex that the Type-03 The Type 03 is conventional carrier not nuclear powered so its construction is simplier Secondly there is more to a carrier than just building it what about aircraft They have no AWACS, COD, EW, ASW or tanker capabilites and J-15 is complete bust ? So in the end building a ship quickly and having no aircraft for it is just silly
