The issue with flight 655 was that it came from the same airport as Iranian military aircraft and the crew misidentified the aircraft flight profile as well several other factors The biggest is that the ship was unable to communicate with the aircraft

The Rapid Dragon is an interesting twist but as the C-17s is no longer in production, I would think they would focus more expanding capabilities on the C-130 or throw Airbus a bone and buy A-400Ms
