Technically not true The US can bring a substantial amount of forces to bear on China very quickly while China is very limited on what it can do China has 9 SSN which could bring a small amount of special forces as well perform limited attacks but ultimately , the US still has overwhelming firepower 1 SSGN carries up 154 TLAMs which SSGNs can easily salvo 500 miles of China's coast where Chinese subs ?
