It's not a soviet thing. The soviets were constitutionally sovereign republics, and free to secede. It's a Tsarist empire thing. That ended in 1917!

 @mitchyoung93 The Ukranians made a grab for independence, as did the Baltics and the Finns. The red army crushed them in 1921, Antomov Expedition. They also tried in 1709 and again in 1991.
