It adds to inflation. Inflationary pressure is the big problem. Usually governments increase interest rates and/or reduce spending, but Russia has a war economy, and interest rates are at 21%. It will either have to stop the war or risk hyperinflation.

They are buying rubles with whatever foreign currency they have. That is a finite strategy.

Yes, that's the usual method. Very costly though, and Russia, cut off from the capital markets, has limited funds.
