The EU commission is indeed appointed by the EU Council of ministers, who choose from a shortlist presented by the EU parliament. They are the elected heads of the executive branches of each member state. The commissioner is , as you correctly state, not directly elected. The commission's role is to interpret policy decisions made by the council and prepare legislation accordingly. You are, therefore, apparently extremely concerned about the presence of unelected civil servants. The chief commissioner, currently van der Leyen, has a seat on the european Council, alongside the 27 heads of state. In this regard, 3.8% of the executive is not directly elected. Is that why you voted for brexit? As far as I know, no European country, including the UK, directly elects such officials. The head of the civil service is a government appointee I believe.
