Each fought to maintain the internal social cohesion of their states, in the face of societal, and ethnic tensions in Austro-Hungary's case, by going to war. They failed, because war could only distract from, not solve the underlying problems.

It"s got a population of 140 million, around the same as Japan, big compared to the Netherlands, but small compared to the USA, China etc.

The USSR kept going for a while with 25% of its budget going on defense. How else can Russia claim to be a great power? It has a relatively small population and a small economy. It has to overspend, which will, as before, lead to collapse, and then, feeling humiliated, the whole process will begin anew. Russia has to re-evauate its claim to being a great power, but how can that happen where public discourse is impossible? I see no hope, except that each new reincarnation is weaker than the last, because the nations it sees as its rivals are mostly investing that money in their economic development.
