  7. Putin does not use the NATO encroachment argument inside Russia. He uses the Greater Russia argument, that Russia is a superpower, and should be able to act as one. Russians like this argument. It makes the Russian state sound stronger, which is what they want to hear.

The Russians have killed and maimed hundreds of thousands of peaceful civilians and those that are defended them, and turned 12 million Ukranian citizens into refugees, and there are another 6 mjllion living under a brutal occupation. He doesn't care about them. And he can't answer the question of why NATO increased its membership without acknowledging what Stalin etc. did to them. So he avoids it.
