Yes. About 10 percent remained behind. 18 percent voted to stay in Russia in that oblast. Many people left the east due to the war long before Feb 24th.

@esosaiyamu2581 not dumb. It is of no strategic value, unlike Kyiv, which the Russians were forced to retreat from. If russia keep winning like this, they won't have an army left.

@Rob Moreno the eastern Oblasts voted heavily for independence, but most people have left, and the ones left behind belong to the minority who voted against independence. Most of them are old.
