It didn't happen in the 90s. The west stepped in to stabilise the former USSR and was able to manage the nuclesr weapons issue.

Not the goal, not the right century even. Europe has abandoned a colonial model, and instead focuses on intra-national co-operation and growing its own markets through free trade among its states. Russia is still pursuing colonial goals and clashing with the new systems.

It depends on the security arrangements. Many other former soviet block or tsarist empire countries, now in the EU and NATO, are successful;, Finland, Estonia, Poland and Czechia stand out as modern success stories

Enabling Ukraine to develop as a liberal democracy would be a victory. Losing some territory is not such a problem, as modern economies focus on services, and Ukraine has a vibrant high-tech sector. Finland lost 10% of its territory to the USSR., but the remaining 90% became a highly successful nation.
