  1. I am against quotas (they are often applied in racist ways to keep out people from brown countries), but I think that there should be some sort of system to determine who is here and check for any crimes or other reason why someone shouldn't reasonably be admitted. Of course, to the right, anything short of Fortress America is "open borders" these days.
