While it is true that he had a lot of opposition just for its own sake, he set his own trap by saying that he wanted to pass bills that could get 70-80 votes. He was like George Costanza in the Seinfeld episode where Jerry's girlfriend didn't like him, and he tried to win her over so hard that eventually he started to like her.
