1:08 Which is why a part of me wished that Kerry would have won the election and lost the popular vote to get bipartisan support for its repeal. Our best chance does look to be the National Popular Vote Compact, which would mean that states who adopted it agree to award their electoral votes to the winner of the national popular vote, but it only kicks in once states totaling an Electoral College majority agree to it.
