What I do know is the Riot Act fits the bill in every way and is a legal prerequisite in common law which must be distributed SPECIFICALLY at a public assembly to a group of "12 or more" insurrectionists. The funeral was the first and only opportunity Trump had in order to initiate this mechanism. The implications of being "read the riot act" are entirely consistent with the responses we saw. It also suits the character of DJT who has never gone out of his way to antagonize any of his opponents with things like sordid photographs or churlish notes. There is nothing petty or personal about the Riot Act. It is an existent law for this precise circumstance and as the Q post makes clear, issuing this writ to the members of an anti-American cabal is a "promise to counter".
