He'd SERVE them with the NECCESSARY LEGAL DOCUMENT that would INITIATE their prosecutions by the MILITARY. That's what Q meant when he said the envelopes contained "Our Promise to Counter" !!! Simply claiming "we know everything" isn't a "PROMISE" of ANYTHING. The RIOT ACT suspends Posse Comitatus so the "military operation" of bypassing a partisan justice system could commence.
