  1. The first part you mentioned is all locally funded and constitutional. The last two do have problems. We just raised FICA taxes during a bad economic time.

  2. And how is this country going to afford these subsidies? That is my question. And in the long run this will cost the country more. People will just get all the care they want even when they don't need it driving up the cost making insurance higher or higher subsidies or lesser quality of care.

  4. Fire departments and cops are funded by local governments much like a vast majority of education is funded by local government. There are some private fire departments in some area. Local programs are constitutional, federal ones aren't and for great reasons.
