We do that already at the local level. If you were to limit the federal government and pull it out of domestic policies then we will see more of this. People at the state and local level will work in improving their local communities instead of relying on the federal government. That is why rural areas tend to vote republican, a party for limited government (usually). They can take care of their problems themselves. If you want government programs then do it at the local level. Work as a community that way. This is nothing new. This was the design of the country.
