  1. What is the standard of a high quality education? Test taking or actual productivity? I will say the latter. The US is in the top 5 in productivity. So while other countries score well on tests, they have no innovation and are not productive.

Two ways to improve the education system in the US is to 1. remove the department of ed at the federal level 2. reform teacher unions to reward successful teachers who are in demand, the achievement gap will go away In all, you really can't compare the US to Finland. Finland has around 5 million people. Finland does a lot of thing well, but they don't have to deal with the challenges and diversity the US does, or at the very least the same challenges.
