It removes the ability of employers of hurting worker's weekly pay by cutting hours. If you raise the min. wage to $15/hr and someone is now only working 10 hours a week, what have you accomplished? Nothing. You said so yourself that there are workers working full time that are poor. Now there will be even less workers working full time. Sure they will be making more per hour, but they will be making the same per week. So what have you accomplished?
