  2. Vegas is in a desert. You can do this there. Also, lights do not take up a lot of energy compared to a factory. So while they use a lot of energy, they can manage it with solar easier. It is similar to Rock Port, MO who runs their town on windmills. They have a lot of land for those wind mills and also do not have a major factory to power.
