  1. This doesn't lower gas because we haven't built a new refinery in over 40 years.  We can drill as much oil as we want but our refineries can only handle so much.  Drilling all this oil is pointless right now until we build new refineries but environmentalists won't allow that because they are "icky" and "gross."
