Problem is it has with the payroll tax thus we have the problems we have with healthcare. I will let you ponder on these two questions 1. Why do so many employers pay their employees with healthcare insurance as opposed to a higher wage? 2. Why does insurance=healthcare?

That is why the federal government does not control education at all. Next, you need to learn about supply and demand. We lack professors, TAs, dorms, classrooms, tutors and resources in college. It isn't as easy as "allocating tax money". If it were I would be all for it. Problem is that you will be increasing demand for college while not increasing supply. That will raise the price of to where the whole nation would be in even more debt. Or you can lower the quality or prevent people from going to college like other countries do. In the latter two cases you are not educating the population anymore.
