Using google I see the following headlines "Attack on Dallas police was terrorism" "Dallas: An act of domestic terrorism" Dallas Mayor: Terrorism can't be ruled out" I read the ABC article. What they said about that shooter can be said about this shooter as well. One can see this as his "behavior as driven not by political scheming but out of some kind of individual, psychotic rage," In that article they questioned Omar Mateen's act in saying it was not necessarily terrorism, same with Dylan Roof.
