@nathanandsugar5252 the ninth amendment related to issues at the time it was written. In that case situations like gay marriage was not common at that time, same with abortion. So they are not considered rights. It is why the ninth amendment have never been the main amendment cited in any SC case. It is not that direct.

@nathanandsugar5252 and what change those things? Constitutional amendments. That is how you change the Constitution. So you are correct, during that time white men had the right to vote at that time so it was covered by the 9th amendment. Later the 19th amendment came along and changed the Constitution. On your first question, no. At that time gay marriage and abortion were not issues that were common.

Nothing in the Constitution mentions marriage, thus it becomes a state issue. Interstate travel is one of two purposes of the federal government. So if one state recognizes marriage, and another one does as well there is an argument that one marriage will cross state lines. Same with driver's license. Now with that said, it should also apply to CCW. So if I have a CCW in Texas it should be recognized in CA as well. I bet Mike and the left would hate that. But here is Mike arguing about interstate commerce when it comes to marriage license.
