  5.  @glennmartin6492  at the local level it is not the state but instead the people. The local community decides. That is why you see different laws in different states. You mentioned infrastructure, in many rural areas they do take care of their own infrastructure. I live in southern TX. Us, as a community, decided not to spend money on snow plows if a rare "snow storm" or freeze hits. We just stay home for a day or two. You bring up the military. That is in the constitution that limits the government. Yes, the federal government creates the military as they are allowed to by the Constitution. But they do not control education, the vast majority of infrastructure, domestic laws like murder laws, abortion laws, etc.
