The problem is that fixing the water issue in any town or city requires a ton of money, resources and man power along with people in those areas accepting to be without running water for an extended period of time. It is similar to our power grid. It is a mess but to fix it will require a massive overhaul meaning many will be without power and our society being shut down in many ways causing a lot of harm financially.
