  1. The full story is that the money has to be used to a specific reason, in this case education. It is not supporting a certain religion. It is similar to a court case a few years ago when a church received a government funded grant for a park. It was for a park, not a religious reason.

  2. It is not for religious reasons but for education. Doesn't matter what the institution is. This is common in fact. For example, if someone goes to a private school but requires some sort of special education the state will pay to have a special education instructor work there if the private school does not provide it. They are not giving the money for them to spend whatever they want but for a specific reason. The kids cannot get the money and spend it on a new car or a bible but for education. That is the work around.
