I agree on cheap colleges putting you behind the curve, but the course work is the same. When there is a will there is a way. There are also internships and when you go to graduate school you just have to work harder. I did just that. I went to a cheap college and I struggled in grad school, but I am one of the top researchers in my field now.
As for employers looking where you went, only to a degree. If you have work experience and strong letters of rec you will be fine. I have been offered many jobs, but I have also worked many jobs and have several activities. For example, I became a sports official. Sports need officials in football, baseball, basketball, etc. If you did a sport in high school become an official. That looks great on a resume. Scheduling is flexible (especially in baseball and basketball), and you can get references from those individuals.
To many people just go to college. You have to do more. In the competitive field you have to simply so more. You can make it out of a cheap college, it just requires more work.

Aypriux, college will never be an investment. People make the mistake of thinking you go to college to learn course material. In reality most degrees you can learn on your own. You go to college to develop connections, learn how to manage a schedule with class and work, and show employers you are willing to invest time and money into a long term goal.
If you make college "free" you take a lot of that away. Also, we simply lack supply of dorms, classrooms, professors, TAs, etc. Something will have to give. Either you limit who can attend college, raise prices pushing our country in to more debt, or lower the quality.
