  2. China can move ahead in solar because they have cornered the market in lanthanide research. They reason why is because our regulations make opening new mines challenging so we can't mine them while China can. So our environmental regulations are holding back progress in solar energy.

  7. Yes, air quality was improving before the EPA. If one state is polluting another state then the federal government can step in and change that as they are allowed to do as part of the commerce clause. But besides that the issue should be left up to the states.
