We train other troops to 1. develop alliance with them because more conflict is solved off of the battlefield instead of on it 2. know how they will act if they do become violent Also, those who think we can just use this money pay for healthcare and college are economically illiterate. We lack professors, TAs, dorms, nurses, doctors and resources in those fields. Throwing more money in those systems without increasing supply will increase demand and thus will either 1. increase the price of it 2. lower the quality You can throw as much money as you want at something but if you don't increase the supply of it then something has to give.
