Kevin Ellington, government exists for numerous reasons. There is value in having government. Some reasons are for control, structure, protection, or even providing certain programs. However, government is still ran by people who can be corrupt and oppressive. So there is always a desire to control government so it remains the servants and not the masters.
So when you ask "why do governments exist", that is a very vague question. They exist for many reasons, and those reasons differ depending on the economy, culture, history and so on of that area. So there is no one answer to that question.
I support government, but we need to be able to control it. That is why it should remain as local as possible so people can control it and also establish the government that fits their needs and wants.

You have the right to pursue healthcare, you have the right to pursuing buying a car and driving it. If you can't afford a car you can't drive and pollute.

Ok, and? 30,000 a year die in traffic accidents. That 40,000 a year is a small number overall and it is hard to say that they die just because of that. It is arguable that they die due to being in poor health to begin with where there are higher rates of obesity, type II diabetes and smoking with the poor, all self inflicted.
