  1. One, it is a working paper, not yet published. Next, it comes from an institute that is directly looking for something. It is called "LSE International Inequalities Institute" It is directly looking for inequality and how to fix it meaning potential bias. Glancing at it it gives off the vibe that a high school kid wrote it. Saying phrases such as "major tax cuts" as opposed to just "tax cuts" without really defining what "major" is. It is also doing the task of covering 18 nations of different economies all around, different cultures, different tax codes, etc. Very hard to compare and point to one, vague conclusion.

  2.  @ChrisM-xx6cf  why 2 standard deviations? And standard deviations based off of what? And again, they are trying to compare 18 nations with different tax codes, economies, etc. and reduce a conclusion down to one concept.
