Of course he is not stepping down. This is his retirement party. He has been nothing a career politician that ran his mouth in congress (even to an empty room). This entire run has been him going out with a bang. If he wins his career last 4 more years. If he loses he goes out making noise. He is going to make this party last as long as he can.
