  2. In healthcare overhead cost is the expenses of other programs besides healthcare. People who cite overhead as a problem are deceptive. In insurance companies they pay for programs to save money such as anti-fraud programs or disease awareness. With government they have other departments to pay for these programs. For example the government has the CDC to promote disease awareness so medicare and medicaid don't have to. That is why medicare and medicaid have less overhead payments. The insurance companies don't have that ability.
