  2. "What's the point in having a government that does not support the people to whom it governs?" That's vague. One can easily argue that a government promoting freedom and protecting it is supporting the people whom it governs. There are certain aspects government can do that cost little money, such as force transparency with businesses and protect property and contracts. The idea that the government needs to use force to take money from some and give to others is support is flawed in many ways.

".....But not all increased in demand could be met because provider capacity would be insufficient......This approach produces lower healthcare cost estimates than if we had assumed that all increased demand would be met." Also, it factored in lower growth. "We also assume a lower rate of growth in all health expenditures, 0.5 percentage points below current estimates...." It also assumes low cost in drugs which is not accurate. The analysis of $49 trillion simply takes current healthcare costs and increase in prices over 10 years. It isn't that simple to start, but also the analysis were done in completely different ways. That is why I call it inaccurate. I actually read the studies, I did not go off of the titles.
