  3. sbcistheboss, what is happening there is that states are sending representation. The design was this, the states ran the federal government and the federal government served the states. The people ran the states and the states served the people. This is why we never had an individual federal income tax originally. The federal government taxed the states and essentially had no control over the people. So when you say "Congress is elected state by state, district by district" states are just sending representation to DC.

You can read my response to sbcistheboss on the design of the country in how the federal government served the states and the states served the people. The federal government had a lot of power, they just served the states, that's all.
