I see a lot of government run programs there. Also, it isn't that easy to fix. I question the cost of fixing it as some of the fixing requires shutting down transportation. In areas such as the Bay Area for example, it isn't that easy. Plus, reading the website they are vague on their standards. It is not to say we shouldn't improve. It is saying it is not as easy as Kyle makes it out to be.
