  1. It gets fully implemented in 5 years when Cuomo would essentially be gone from office. That needs to be considered. Also, if these people take time off then don't complain when you don't get any raises or someone takes your place during that time and gets the promotion. This is why we have income inequality, people are lazy and then complain when someone who works harder overtakes them.
