If you make college "free" you would actually increase the cost by either lowering quality or raising the price all together.  Student loans and all these federal grants are the reason for higher tuition.  When you bring in a third party to pay something you remove the customer to seller negotiation and you also increase consumption without increasing supply thus prices go up.

Joe Busse We are ranked very high in the world in terms of universities.  We have the most immigrants come here.  We have the advantage of having a lot of small liberal art colleges where in other countries they possess mainly large colleges  where personal interaction between students and professors is null. Also college is basically free, we have a very friendly loan system and because of that, the increase of consumption and a third party payer, tuition has gone up. If the government were to completely flip the bill then college will be very expensive, or the quality will go down.
