If people are going to blame Bush for the recession and the slow recovery, the same "recovery" that was under Obama's watch that we still hasn't been as strong as it should be, then we should blame Clinton for 9/11. The whole excuse in that he was warned means nothing. So say he has a "warning", what do you do? Shut down every plane and airport? Cause mass hysteria? Terrorist when there as well. Also consider this stat beyond 9/11, under Obama's first 4 years there were more mass shootings than under Bush's 8 years.
