  2. Do you know how much it would cost to replace all of the pipes? The cold water pipes are being replaced on my campus right now. It has slowed down traffic due to making many areas one way driving which lowers productivity. Outside of buildings you hear the construction which is a distraction for students. A lot of the ground is tore up which looks bad which hurts recruiting for good students. And this is just in one small section of campus. The work has been going on for 3 months now and it not even half way done. Now imagine an entire state. These issues are not that easy to fix.

  3. craven, it is arguably cheaper not to replace them. That is the issue. What is cheaper? To replace them or to not replace them?

  6. In the medical system we have a heavily regulated system. We don't have a free market system in healthcare.

  8. The US has arguably the best healthcare quality in the world. Our college system is arguably the best which is why we have the most international students.
