  1. I agree. When it comes to war anything is legal. Problem is you really don't want to piss off other countries because in the future it could bite you in the ass. That is why we settle most conflicts off of the battle field.

  2. Who creates international law? Not the people but some arbitrary group that the average citizen essentially has no say in how they are put in such a position. Also, not every country follows it and there really is no standard in enforcing it. In reality, though, the US tries to remain civil as much as possible and actually does a really good job at it so they don't piss off other countries.
