  2. As far as I know (mostly by the "MayDay" TV series), in Brazil the situation is complicated by the fact that any catastrophe is considered a felony. It launches a criminal investigation, centered at finding a person to blame. And this forces all the people involved to prioritize defending themselves instead of finding the actual causes. Is this true?
