  2. Russian or Chinese people outside their countries - probably. But neither Russia nor China government will never allow existing of an open OS free from, e.g., telemetry, state-imposed encryption keys or classified code.

  3. @eternalinsignia In the US you won't legally get your equipment confiscated and yourself fined for using the "uncertified" encryption methods, according to the Article 13.6 of Code on Administrative Offenses.
